Tom is the Senior Policy Analyst at Child Poverty Action Group (CPAG), leading CPAG’s policy work on quantitative analysis and economic modelling. His work covers a range of issues including social security, education, work, and childcare. He recently spoke as an expert witness at the Work and Pensions Select Committee enquiry on benefit adequacy.
Prior to CPAG, Tom worked at the Institute for Fiscal Studies (IFS), working on a mix of academic and policy work, in the field of healthcare.
Before the IFS, Tom was in academia, receiving a Masters from the Paris School of Economics, as well as working as a Research Assistant for the Department of Economics at the University of Chicago.
