Paul Healy has worked at the NHS Confederation for the last two years and leads their work on NHS finance and funding. In the last six months, Paul has fronted a DH-funded project led jointly by the NHS Confederation and the Academy of Medical Royal Colleges that looks at decision-making in the NHS and specifically how organisations can balance the need to make savings with the demand to improve quality of care.
Paul has a background in comparative research focused on health care and intellectual property, with reports written on value, service reconfiguration, efficiency and economic regulation.
