Paul is Chair of the Tavistock and Portman NHS Foundation Trust where he is developing the Trust's psychosocial approach to mental health. Paul is also Chair of the National Improvement Agency and independent charity SCIE (The Social Care Institute for Excellence) improving the lives of people who use care services by sharing knowledge about what works.

Between 1997 and 2015 he was Liberal Democrat MP for Sutton and Cheam and also served as the minister of state for care services between 2010 and 2012, during which time he was responsible for developing the government's mental health strategy, No Health Without Mental Health.

Paul has also been appointed Professor of Mental Health Policy at the University of Birmingham where he is leading the recently launched Birmingham Policy Commission on Mental Health Promotion and Prevention.

As President of the Telecare Services Association Paul is working alongside the TSA to support the care sector in preparation for the future world of care & health technology.

Paul was appointed to Her Majesty’s Privy Council in 2012.
