Dawn joined the Information Commissioner’s Office in 2002 as a Senior Policy Manager for Freedom of Information and in 2008 led the development and introduction of the ICO ‘model’ publication scheme for bodies covered by FOIA. Since 2010 she has held responsibility for developing and maintaining key strategic stakeholder relationships in the domestic and international arena. As Group Manager of the Public Services team in the Strategic Liaison Division at the ICO she is the main contact for key stakeholders in the health sector. Her expertise includes Data Protection, Freedom of Information and the Environmental Information Regulations. Her team has responsibility for indentifying strategic initiatives or issues arising which may impact upon information rights within the Health, Local Government, Education and Third sector organisations and providing advice and guidance to minimise risk to organisations and individuals. As a member of the Information Governance Review Panel for Health she was keen to ensure that the sharing of data is considered in a positive light and that sensible, safe and secure sharing becomes the norm rather than the exception.
