The Managing Public Sector Outcomes: Making a Real Difference conference aims to unravel some of the complexities in accounting for the outcomes that public services deliver. Delegates attending will gain valuable knowledge as to the processes involved in showing how well outcomes are meeting identified needs.

Public service delivery continues to undergo transformation, with the objective to provide quality and effective services. The protracted period of austerity has required a total redesign of how ‘people-centric’ services can be delivered with an emphasis on better value and efficiency.

Public service reform has been wide reaching and unrelenting. One of the key elements is to make providers of services more accountable on the quality of their service but, more importantly, the outcomes they achieve. Opting for outcome measurement, as opposed to activity and output target setting, provides the service users with an end benefit. When tendering for contracts, providers must now demonstrate how they intend to achieve these outcomes. Outcomes based commissioning is fast becoming the norm when awarding public sector contracts with options of financial settlement through the payment by results (PbR) or social impact bond (SIB) methods.

Despite the obvious advantages of delivering outcomes there are challenges to be overcome. Quantifying outcome delivery is not straight forward as there is not a ‘one size fits all’ method and developing a strategic programme can be difficult.

At Managing Public Sector Outcomes: Making a Real Difference, delegates – whether providers or commissioners – will receive a step-by-step guide as to how to manage their outcome programmes. A line-up of expert speakers with in-depth knowledge will highlight the issues and provide possible solutions that delegates can take back and implement within their own organisations. A series of case studies and examples of best practice will be showcased within the comprehensive conference programme.
